In 1940 the city built 76 cabins that housed 400 migrant workers that would come during the onion and cotton seasons; by 1945 this became a prisoner-of-war camp for the Germans that were captured in WWII. These POWs were contracted to build a memorial and shrine for the Americans that served and died during the war.
